Four men pulled a heist together and rob a well known French heroin dealer, of his drugs and money. Ben shoots Bobby and runs off with all of the money and drugs. The two other men, Jack Witkowski and Marshall, exit later. They find Bobby dead, and run off before they get caught.

Summary:
Gotham City mayor gives orders to District Attorney and Police Commissioner to increase police activity. Mob boss Carl Grissom finds out his mistress is involved with his commander.
